Standard offset and reverse flow both work. I would vote reverse flow personally, but that's up to you. If your friend is just going to use it as a grill anyways then save yourself the trouble and don't build a firebox.

Its basically an ugly drum smoker with less ugly. The science is pretty sound I bet it works well. I've never seen one in person or heard of them before so I can't say for sure

I think the main thing is practice. I haven't got enough practice to be good at it either. I have seen tools that hold a 4" grinder to use as a chop saw although kinda neat they only help for small cuts and those are not the difficult ones. Just be safe a broken wheel is scary.

The one major issue is the thin exterior skin will warp very easy when welding it, but I can be done. Either way it will function

I would consider choosing either a propane grill or a smoker the hybrid units often don't work as well. No matter what you do be very careful with propane you could accidentally build a bomb. The burners are available I'm not sure where to get them because I've never built anything that needed one.
