Friction. There's a spring on the outer end of the winding pipe that holds it in place.

36 inches is a good height. You can go a bit higher or lower, depending on your height, it's not really all that critical. Just whatever you think you'll be comfortable with. Look for a recycling yard, some of them will sell pipe. These guys look promising. https://www.metalsupermarkets.com/locat ... cago-niles

There are others listed on google under 'Chicago surplus steel'. You need to call them and ask if they sell to the public. Not all do.
