I would like to find out what are the benefits of a vertical smoker with the smoke stack that runs almost to the bottom of the cooking chamber ?

None that I know of. Verticals all need a heat deflector, whether a water pan or drip pan. Reverse flow designs are overly complicated for a simple smoker that works well.

If it's tourist season, how come I can't shoot 'em?

I would think the food might get too heavily smoked with the stack that low in the CC. But that is just guessing I have never done it.
