4mm is pretty thin for your average welder using a stick machine. You could try a 1/16'' or 3/32'' rod. A 1/16'' rod can be ran between 20-40 amps so that'll probably be your best option. You'll still have to make a lot of small welds or risk blowout or warping so be very patient and don't get in a big hurry. I'm not a welder by trade so someone else may come along that can tell you exactly what you need.
90-120 is waaaaaaaay too hot for that size rod. I run 110-115 with 1/8" rod on 1/4" plate. Play around with some scraps and just try and make small beads first.
I run 2.5 6013 at about 50-55. I'm doing 2mm plate and get the odd burn through. 7018 are high tensile rods. Not used them personally but you should be able to run a2.5 at about 60 easily.
I run 3.2 at about 90-95
I have been using 3/32 6010 rod on really thin sq tube, that's what I currently have on my rig. Anyways, I set mine at 50-55 Amps and whip it back and forth and you get a nice weld. I do occasionally burn through, but when i do, i fill the hole back up, and run a grinder on the weld. I take about half of the weld out and then re-weld it. It looks really good after that.
