The FB is usually as close to the axle as possible so that the trailer is balanced, I believe mine is about 3'' behind the axle. I believe the thread you're referring to was mentioning the clearance of the FB to the ground, 8" of clearance is fine if the FB is very close to the axle but if it's away from the axle it needs at least 12'' of clearance.
