That looks sharp!
I was thinking of a crossbar running across the "A" frame of the tongue on top with an anchor all-thread in the middle coming up that you could drop the spare over and wing nut it down. I can't tell for sure but the spare MIGHT fit between the tounge cross members which would keep it low but not any lower than the trailer is now. fwiw :D
